RDC fired for assaulting casual worker

By Marvin Ocol

The Office of the President has suspended the Deputy Resident District Commissioner, Luuka, over physical assault on a casual worker. The victim has been identified as Abudallah Kisige. Paul Bweni Bwamwiko Waiswa, the Deputy RDC of Luuka, is said to have slapped Kisige over washing his car.

It was then that Kisige filed a complaint with the Office of the President.

To this, the RDC has been suspended.

The RDC’s suspension is contained in a letter dated March 5, 2024.

“…this act brings the Public Service into disrepute while in violation or contrary to Section (F-r), Paragraph 5(b), (d) and (k) of the Uganda Public Service Standing Orders (2021),” wrote Haji Tunus Kakande.

“In the meantime, you should handover office and government vehicle or any other government property in your possession except employment identity card, in accordance with Section (F-d) of the Ugand Public Standing Orders (2021).”

The embattled RDC has also been tasked to prepare a written submission in regard to the allegation of assault on Kisige.

“…You should therefore show cause why your case should not be forwarded to the Rewards and Sanctions Committee of the Office of the President, for further disciplinary action against you. Your defence should reach my office within 14 days from the date of this letter,” added Haji Kakande.
