5 years on suspension, two sexual offenses in 3 years: Did Dr. Besigye curse Police Officer Gilbert Bwana?

The Sexual and Gender-Based Violence/Trafficking In Person (SGBV/TIP) Department of the Criminal Investigations Directorate (CID) has charged D/SP Arinaitwe Gilbert Bwana (PICTURED) with criminal charges of trafficking in persons for sexual exploitation.

In 2011, during the walk-to-work protests in Kampala, Bwana broke into FDC’s Dr. Kizza Besigye’s car and sprayed his eyes with pepper.

He was suspended from the Force for five years.

In 2021, Bwana was arrested after he allegedly raped a teenage girl in his vehicle in Kakawa, a Kampala suburb.

This was just a year after his redeployment into the CID.

New case

The latest case against the senior officer comes from a July 25, 2023, incident in which he is accused of sexually assaulting his maid.

According to the police, Bwana brought his 23-year-old female victim from Ntungamo District to Kampala to work as a maid. However, he is said to have allegedly coerced her into repeated acts of sex at his home in Bandwe-Nalumunye.

Police Spokesperson Fred Enanga said Thursday that Bwana was arrested, investigated, and is now charged in court.

“More charges are pending the retrieval of DNA results,” Enanga said in a statement Friday after Bwana appeared at Buganda Road Court.

According to Enanga, the fact that the suspect is a sworn police officer with a duty to protect the public makes the case more egregious.

“His appearance in court shows our commitment to fight all persons who victimize vulnerable citizens, irrespective of their status,” Enanga said.
