President Yoweri Museveni, who also doubles as the Commander-in-Chief of the Armed Forces, has promoted seven Senior Commissioners of Police (SCP) to the rank of Assistant Inspector General of Police (AIGP).

The officers who have been promoted include SCP Bamunoba Ubaldo, SCP Baryamwisaki Felix, SCP Kafeero Moses, SCP Kataratambi Charles, SCP Mwesigwa Frank, SCP Namutebi Hadijah, and SCP Wasswa David.

The force’s spokesperson, Rusoke Kituuma, confirmed the promotions.

“We congratulate the senior officers upon their well-deserved promotions. Their dedication and service to the nation have been recognized at the highest level, and we believe they will continue to serve with honor in their new roles,” said Kituuma.

Highly placed sources describe the timing of the promotion as “interesting.”

Ahead of the 2026 general elections, eyes will be on Mwesigwa and Kataratambi. Mwesigwa is the Director of Operations, while Kataratambi is the Director of Legal.

For a long time, the police have been ranked highest in terms of human rights violations. These violations are usually before, during, and after elections. Mwesigwa’s docket (operations) and Kataratambi’s (legal) have a huge role to play when it comes to rights violations. There are higher chances that Mwesigwa’s men will brutalize political protesters, for example. It will be Kataratambi to justify the brutality, for example.
