The Director of Crime Intelligence, Assistant Inspector General of Police (AIGP) Major General Christopher Damulira, on Thursday launched the Ghetto Structure and Savings and Credit Cooperative Organisation (SACCO) for Masaka City, calling on youths to abandon criminal activities, prostitution, and substance abuse.
Addressing ghetto youths and local leaders, Major Gen. Damulira cautioned young people against associating with individuals and groups that promote violence, disorder, and undermine national peace and stability.
“Youths must desist from criminal behaviour and avoid those who thrive on chaos. Crime only destroys your future and the peace of our country,” Damulira said.

He urged youths to embrace economic empowerment by forming and joining SACCOs, which he said would enable them to access government support programmes, including financial assistance and skills development initiatives.
“When you organise yourselves into SACCOs, government can easily support you with funds, training, and empowerment programmes that can transform your lives,” he added.
Major Gen. Damulira commended leaders in Masaka City for fostering strong collaboration between the police and the community, noting that improved cooperation has contributed to a reduction in crime levels in the area.
He explained that the Ghetto Structure programme is designed to eliminate criminality within ghetto communities by addressing its root causes.
“The programme seeks to economically empower ghetto youth, change negative mindsets, promote patriotism, develop skills, and ultimately turn youths into productive citizens,” Damulira said.
Local leaders welcomed the initiative, expressing optimism that the programme will create sustainable livelihoods for vulnerable youth while strengthening community security.
