A traffic officer who confronted Lt. Gen. Paul Lokech has been recognized.
SP Ruth Kobutungyi was recognized Wednesday at the International Women’s Day celebrations in Kiruhura district.
The celebration is being held under the theme: Innovation and technology for gender equality.
In May 2020, SP Kyobutungyi had Lt. Gen. Lokech detained at the Central Police Station – CPS – Kampala after she intercepted the two-star General (then) for driving on the road shoulder during the traffic jam near Agenda 2000 entertainment centre on Namugongo Road.
The Major General, who was dressed in civilian clothes, allegedly got out of the car, assaulted Kyobutungyi and later picked his firearm to threaten the traffic police officer.
But even then, SP Kyobutungyi removed the key from Major General’s car and retained it before seeking help from her supervisors.
It took the intervention of SCP Moses Kafeero who was then the Commandant – Kampala Metropolitan Police – KMP – who drove to the scene, rescued his officer and also ordered Maj Gen Lokech into his car.
SCP Kafeero drove the army general and SP Kobutungyi to Central Police Station in Kampala where two groups were asked to reconcile.
But sources said SP Kyobutngyi still insisted on opening an assault charge and traffic offence against the army general.
Months later, Gen. Lokech was appointed the Deputy Inspector General of Police – DIGP – a position he held until his death 8 months later.
