USAID’s Integrated Community Agriculture and Nutrition (ICAN) has announced closing operations on July 13, 2023. In a newspaper advert, they are calling upon service providers with outstanding invoices to submit to the Finance Department for prompt processing and payment to ensure a “smooth financial closure”.

Similarly, the Elizabeth Glaser Pediatric AIDS Foundation is closing. According to a newspaper advert placed recently, the organization on a mission to create a world where no mother, child, or family is devastated by HIV and AIDS, is closing on September 30, 2023. They too want claims for payment submitted by June 30, 2023.

The two organizations don’t give reasons for closing business in Uganda.

However, this could be attributed to the recent Anti-Homosexuality Act of 2023 which was assented to by the President, making it a law.

The law provides for heavy penalties for people who have homosexual relations and “promote” homosexuality. An offence of “aggravated homosexuality” is punishable by death, a penalty that has not been applied for years in Uganda.
