Ibuje, Apac: Police Officers Caught On Camera Torturing Handcuffed Civilian Arrested

Police officers captured on a video assaulting a civilian in handcuffs have been arrested.
The suspects are: NO 51426 PC Ogoro Benard and NO 69621 PC Bwambale Mathew. The duo is attached to the Police’s Field Force Unit (FFU).
Regional Police Spokesperson Jimmy Patrick Okema confirmed the arrest.
Okema said the officers have been disarmed and are currently detained at Ibuje Police Station awaiting transportation to the main station.
The incident leading to arrests happened yesterday at Sadam Alkuwait Road Construction Company offices at around 4pm.
It is reported that Ogoro contacted Ibuje Police Station for reinforcement to arrest Mumbere Ronald (victim) who was threatening to harm the Administrator of the said company identified as Caesar Meghila.
According to PC Ogoro, Mumbere was drunk. The Crime Intelligence officer at the Station picked up handcuffs and proceeded to the Offices of Sadeem, where Mumbere was found still causing chaos and fighting other people.
The victim wanted a loan of five hundred thousand shillings from the company which was not readily available. It is alleged that the administrators tried to calm him down but he was very violent.
The officers used force to subdue and handcuff him. In the process, they were filmed in action which video was later shared on social media.
