IGP Ochola orders Gen. Katsigazi off Kira Road Property

By Davis Mugabi

The Inspector General of Police (IGP), Martins Okoth Ochola, has ordered for a non-interference in the property comprised in LRV 1837 Folio 11 Plot 106 Old Kira Road.

In December 2023, the Deputy Inspector General of Police (DIGP) Maj. Gen. Geoffrey Tumusiime-Katsigazi defied lawful orders and directives of the Internal Affairs Minister, Maj. Gen. Rtd. Kahinda Otafiire. Otafiire is Katsigazi’s boss. The Police, whose leadership Katsigazi forms, falls directly under Internal Affairs. However, Katsigazi defied Otafiire over property comprised LRV 1837 Folio 11 Plot 106 Old Kira Road.

“If the question of ownership and possession was settled, as per the response from your Office ADM/36/181/01 Vol. 145, and the Area DPC and O/C Station, directed to immediately implement the same to avoid unnecessary complaints, why have the said Officers neglected to comply with lawful orders?” Gen. Otafiire wrote to Katsigazi on December 22, 2023.

AIGP John Nuwagira, the Police Director for Operations (writing on behalf of the Inspector General of Police – IGP), then ordered the Commander, Kampala Metropolitan Area, to immediately implement the directive and make a report to the IGP that the required action has been taken. Nuwagira’s letter was dated January 2, 2024.

In fact, the substantive owner of the property, Yusuf Ssemakula, sued Katsigazi as an individual for defying lawful orders.

Ssemakula wants Shs 1 billion as compensation, after Katsigazi interfered with the court order.

In his earlier letter, Gen. Otafiire warned the Police that:

“This serve to direct immediate non-interference of police on said property and all police officers involved, act in their personal capacity and should be subjected to disciplinary action.”

LATEST
In the latest development, the IGP has warned against interference in the same property.
Writing through Police’s Director of Operation, AIGP John Nuwagira, the IGP said that Ssemakula was cleared to use the property.
“You are therefore to follow up and take action against other officers mentioned to be interfering with the guidance and instructions earlier issued,” wrote AIGP Nuwagira in a letter dated February 5, 2024. He ordered the Commandant, Kampala Metropolitan Police (KMP) Commander, to work in respect of the law, public peace and order.
