There is an intentional plot to bring down the top security chief in the country ahead of the 2026 general polls.
The revelation follows a scripted move in which young people dressed in NRM t-shirts were seen brutalizing members of the public on the streets on Saturday.
Sources say that the scenes are regrettable but note that the plot is to have the situation tagged to top security chiefs in the country and have them fired so that they are able to rig votes in the 2026 general elections.
“Some of these officers are very pivotal in detecting and deterring crime. So, these opposition people see them as threats, especially now that elections are nearing,” said a top source.
Maj. Gen. Christopher Damulira and Maj. Emma have been mentioned by the opposition politicians. Maj. Gen. Damulira is the Police Director of Crime Intelligence.
30 suspects have so far been arrested, charged, and remanded.
A source explains that “large crowds often attract criminal elements.”
“Some of these gaps in deployment were unfortunately exploited by wrongdoers.”
To this, sources add that the attacks could have been politically motivated.
“This was not an NRM operation to harm innocent citizens. There is no benefit in that,” an NRM official emphasized.
The source added, “This is a long-standing effort to discredit crime-fighting initiatives in Kampala.”
Despite the controversies, there is a clean record of community-based crime prevention, including support for youth SACCOs and skills development initiatives in Kampala’s informal settlements. These initiatives are credited for reducing crime and improving livelihoods.
While investigations into Saturday’s violence continue, the police have reiterated that the force remains committed to ensuring safety and urged the public to avoid politicizing security operations.
