Member of Parliament for Bukono County, Persis Namuganza, has unveiled her official poster for the Speaker of the 12th Parliament (2026–2031), formally escalating the contest for one of Uganda’s most powerful legislative offices.
The poster launch signals Namuganza’s intent to mount a serious challenge as early manoeuvres intensify within and beyond the ruling National Resistance Movement (NRM). In the artwork, Namuganza positions herself as a candidate of experience, legal grounding, and assertive leadership, themes she has repeatedly emphasized in recent public statements.
Namuganza, who recently acquired a law degree from the Islamic University in Uganda (IUIU), says her academic credentials strengthen her suitability to preside over Parliament, particularly at a time when legislative oversight, procedure, and constitutional interpretation are under heightened scrutiny.
“I believe Parliament needs firm, knowledgeable leadership that is independent, fair, and rooted in the rule of law,” she has said in previous remarks about her ambitions.
The speakership race is shaping up to be competitive. Incumbent Speaker Anita Among has already indicated interest in retaining the position, while Democratic Party president Norbert Mao has also been mentioned among those eyeing the top parliamentary seat, setting the stage for both intra-party and cross-party contestation.
Political analysts note that while the Speaker is elected by Members of Parliament, party dynamics—especially within the NRM, which commands a numerical advantage—will play a decisive role. Namuganza’s open declaration and early branding are therefore seen as a strategic attempt to consolidate support ahead of internal negotiations.
The election of the Speaker will take place when the 12th Parliament convenes later in 2026, following the general elections. Until then, lobbying, alliances, and public positioning are expected to intensify as contenders seek to sway MPs to their side.
