In July, a message circulated within the office of the Inspector General of Police (IGP), Abbas Byakagaba, indicating that the Ag. Director of Traffic and Road Safety, SCP (at the time) Lawrence Niwabiine, had been dropped from the juicy office.
However, the message remained a top secret until the IGP’s office communicated that Niwabiine had not been dropped.
A source in the position of authority told the Kampala Gazette last night that although Niwabiine had been dropped, the message was recalled.
A highly placed source told this publication that once news moved that Niwabiine had been dropped, a powerful woman in the NRM party structures, Jacqueline Mbabazi, reached out to her right ‘nobs’ before asking why and how Nuwabiine had been dropped.
Jacqueline is the wife of ex-Prime Minister Amama Mbabazi. Jacqueline and Nuwabiine are very close relatives.
The source adds that once Jacqueline made her calls, a message dropping Nuwabiine was rescinded.
Niwabiine would later be promoted to the position of AIGP to match the current office. The position is the third in the police structure after that of the IGP.
Others promoted at the weekend were James Apora (director of logistics and engineering), Joseph Obwona (Interpol), Steven Tanui (fire and rescue services), and Geoffrey Musana to the next rank of AIGP.
The promotions have also seen Geoffrey Musana appointed the deputy director for logistics and engineering.
