If there is that one person who should read the 48 laws of power, it is SP Patrick Jimmy Okema. Okema is the regional police spokesperson for the North Kyoga Region, based in Lira. 

One of the rules in this theory is that “Never outshine the master.”

But Okema is yet to learn about this the hard way. 

Recently, he scheduled his press conferences at the same time as his boss, ACP Rusoke Kituuma. Being the police spokesman, Rusoke updates the country every Monday morning. However, this is the same time Okema has chosen to hold his recently started press conference. But he is not the only regional police spokesperson. But he is the only one holding press conferences. This means that he competes with his boss for prime time space in the media. Ordinarily, Okema should send issues in his region to Kampala first. But it appears that either he is ignorant about the 48 laws of power or intends to learn like an African.
