ACP Emitu
Uganda has woken up to a historic police appointment following the naming of Assistant Commissioner of Police (ACP) Ezekiel Emitu as the new Commander of the Kampala Metropolitan Police (KMP).
Emitu’s appointment, announced on Tuesday night, marks the first time the KMP has been placed under the command of an officer at the rank of Assistant Commissioner of Police. Traditionally, the strategic command—covering Kampala City, Wakiso, Mukono and Entebbe—has been headed by officers of the rank of Commissioner of Police (CP) or Senior Commissioner of Police (SCP).
Before his new posting, ACP Emitu served as the Commandant of the Police Training School in Kabalye, Masindi. He is no stranger to the Kampala Metropolitan command, having previously served there as Deputy Commander when he held the rank of Senior Superintendent of Police (SSP).
His return to KMP, this time as overall commander, is being viewed as a significant departure from established practice, given that officers of ACP rank ordinarily head regional police commands rather than the highly sensitive Kampala Metropolitan area.
Sources within the force note that Emitu is widely regarded as a seasoned administrator and trainer, with a reputation for discipline and operational experience. He is also known to be a close ally and longtime friend of AIGP Frank Mwesigwa, the Director of Operations. Mwesigwa himself previously served as KMP Commander during his tenure at the rank of Commissioner of Police.
