Whistleblower rushes to IGG over Energy Ministry Spokesperson, Muyita’s Academic Papers
A whistleblower has petitioned the Inspector General of Government (IGG) over Solomon Muyita’s academic papers. Muiyta is the Principal Communications Officer at the Ministry of Energy and Mineral Development.
In a petition that has been received by the IGG on November 11th, 2022, a whistleblower protests the ‘irregular’ recruitment of Muyita into the Public Service without proper academic qualification, saying it contravenes the Public Service Standing Orders.
Muyita joined the Ministry of Energy in July 2021, having left the Judiciary where he has been working as the Senior Public Relations Officer since 2014. The whistleblower in his petition contends that whereas one is required to have at least a Master’s Degree to hold the position of principal in public service, Muyita does not have any.
“According to the evidence attached, Mr. Muyita had no Master’s degree at the time of appointment and does not have one up to now. He claims to have been pursuing a Master’s Degree in International Relations at Makerere University. In some documents he claims to have been pursuing a master’s degree since 2016, while in other documents he claims to have started in 2018,” the whistleblower says.
It is also alleged that Muyita does not have the minimum qualification to join public service.
“One needs to have at least two Principal Passes. Surprisingly, Mr. Muyita has only one principal pass in Fine Art, three Subsidiary passes, and a Fail in General Paper but was allowed into the Public Service,” the petition reads.
Apparently, Muyita’s Primary Leaving Examination (PLE) documents are equally questionable as they make reference to two different primary schools for PLE in the same year 1990. The whistleblower says that Muyita claims to have done his PLE at Bishop Willis Demonstration School in Iganga District and Buckley High School, Iganga, yet the latter is a girls’ boarding school.
“Those who know Muyita also question the authenticity of his undergraduate qualifications from Islamic University in Uganda which he indicated he undertook from 2005-2009,” the petition adds.
In the same vein, the whistleblower alleges that Muyita is a man with a flawed character and unfit to hold a public officer because of his questionable personality and stained integrity marred with disrespect for authority, negligence of duty, and abuse of office while he worked with British American Tobacco (BAT) and Judiciary.
