Last week, social media users in Uganda were shocked to learn that the country’s Minister of State for ICT, Joyce Ssebugwawo, holds a certificate in secretarial services, which is her highest qualification.

In Rwanda’s cabinet, Paula Ingabire is a Rwandan technology enthusiast who currently serves as the Minister of ICT and Innovation in the Government of Rwanda.

Paula is a graduate of the Massachusetts Institute of Technology’s School of Engineering and Sloan School of Management in the System Design and Management program and holds a BS in Computer Engineering and Information Technology from the University of Rwanda. She was named in 2019 by Apolitical among the Top 20 of the World’s 100 most influential people in digital government.

As if Ssebugwawo’s case were not enough, Ugandans have landed on paperwork showing the academic qualifications of the Minister for Presidency in the Office of the President. 

Babalanda, holds a UACE certificate obtained in 2019 from an adult school in Kawempe, and a PLE certificate. She does not show that she possesses a UCE certificate. In comparison to Rwanda’s Minister for Presidency, Judith Uwizeye, Babalanda is a dwarf. Uwizeye was recently ranked among top 100 most influential people of African descent under the age of 40 years.
