The Inspectorate of Government (IG) has arrested three former and current Arua District Local Government officials over the alleged diversion of Shs200 million in public funds and abuse of office.
The suspects are Ismael Ochengel, the Chief Administrative Officer of Lira District Local Government; Roy Angumaniyo, the Chief Finance Officer of Arua District Local Government; and Andeku Shaphan Glead Avua, a retired district planner who previously worked with Arua District Local Government. Ochengel, who was serving as Arua District Chief Administrative Officer when the alleged offence occurred, was arrested in Lira.
Angumaniyo and Avua were arrested in Arua. According to the prosecution, the three officials allegedly diverted Shs200 million in Discretionary Development Equalisation Grant (DDEG) funds during the 2017/2018 financial year. The funds were reportedly intended for the procurement of fixed assets but were allegedly used for purposes unrelated to the approved development activities. The suspects are expected to appear before the Anti-Corruption Court on Wednesday, October 21, 2026, where they will face charges related to the alleged misuse of public resources.
“The Inspectorate of Government remains committed to enforcement of the law against public officers who misuse public funds meant for service delivery,” the IG said in a statement.
The arrests form part of the government’s efforts to hold public officials accountable for the management of funds allocated to local governments and development programmes. The suspects are presumed innocent until proven guilty by a competent court.
