A Kole District health officer has been convicted after he was found to have used his brother’s academic documents and forged credentials to secure employment and later obtain a promotion in government service.
Omara Sarafino, an Assistant District Health Officer in charge of Maternal and Child Health at Kole District Local Government, was convicted in Uganda v Egwang Martin aka Omara Sarafino, Criminal Case No. 67 of 2026, following a prosecution by the Inspectorate of Government (IGG).
Court found that Sarafino impersonated his younger brother, Egwang Martin, an engineer at Busitema University, and used his academic documents during his application for a government position.
In 2017, Sarafino applied for promotion on transfer from Apac District Local Government, where he was working as a nursing officer, to Kole District Local Government for the position of Assistant District Health Officer in charge of Maternal and Child Health.
During the application, he used his brother’s UCE certificate and a forged Post Graduate Diploma in Administration and Management purportedly issued by Uganda Martyrs University.
He was shortlisted, interviewed and subsequently appointed to the position.
The prosecution further established that Sarafino had earlier used a forged UCE certificate to secure employment as a nursing officer in Apac District Local Government.
Court sentenced him to a fine of Shs1 million on each count, amounting to Shs2 million.
He will serve one year in prison on each count if he fails to pay the fines, with the sentences running consecutively.
Court also ordered his dismissal from public service after establishing that some of the academic documents he used to obtain employment did not belong to him, while others had been forged.
The court further ordered the cancellation of all academic documents obtained by Sarafino using the name Egwang Martin.
The case was prosecuted by the Inspectorate of Government, represented by Principal Inspectorate Officer William Moses Ntumwa and Inspectorate Officer Milly Namuwanga.
