JCA Minister, Norbert Mao
Fresh political maneuvering within the NRM is adding a new layer of intrigue to the race for Speaker of the 12th Parliament, potentially complicating Justice Minister Norbert Mao’s path to the position.
Mao had increasingly been viewed as a strong contender, partly due to the principle of regional balance following recent high-level appointments. With other key positions perceived to have shifted to different regions, analysts argued this could work in his favor.
However, emerging information suggests that NRM Secretary General Richard Todwong is eyeing the position of Prime Minister, currently held by Robinah Nabbanja. Sources indicate that Todwong is aligned with one of the speakership aspirants, with an understanding that if she secures the Speaker role, she would support his bid for the premiership.
This political arrangement is said to involve NRM Electoral Commission Chairperson Tanga Odoi, who reportedly backs the same aspirant. In return, Odoi is allegedly being considered for the position of NRM Secretary General, potentially replacing Todwong.
Observers say this evolving alliance could significantly alter the dynamics of the race. Should Todwong become Prime Minister, it may complicate Mao’s chances, as it would be politically difficult for the Acholi sub-region to hold both the Prime Minister and Speaker positions simultaneously.
The speakership race remains competitive, with incumbent Anita Annet Among, Lydia Wanyoto, and Persis Namuganza also in contention.
While these developments remain based on insider accounts and have not been officially confirmed, they highlight the complex negotiations and strategic positioning shaping the contest for one of Uganda’s most powerful parliamentary offices.
