WANTED: Sumaya Nakiwala

For the past year or so, Uganda has witnessed by-elections for filling parliamentary positions.

However, one thing has been continuous. Violence.

Joint security forces believe that NUP, the National Unity Platform (NUP), and its officials are behind the violence.

“It has come to our knowledge that most NUP-elected leaders and the foot soldiers are the ones that are antagonizing the by-elections that Uganda organizes. These are the same people who we believe appear and disorganize the country’s safely organized elections, among which is the Kawempe by-election,” said a security source.

Kampala Metropolitan Police (KMP) Spokesperson Patrick Onyango confirmed that some individuals are being investigated over political violence.

According to Onyango, Bweyogerere Ward 2 Councilor Sumaya Nakiwala is among those behind the political violence, through providing funding to the people on ground.

“We believe some are in hiding but still fueling the chaos that happens. Among these is Hon. Nakiwala Sumaya, a woman councilor from the Bweyogerere ward 2, who is believed to be in hiding now but is still sponsoring the acts of the NUP people through her 2021 elections campaigning manager William Ssaka, who has occasionally been seen active in these campaigns,” said Onyango.

Court records we have obtained indicate that Nakiwala’s campaign manager, Ssaka William, was arrested on March 13, 2025, during the Kawempe North by-election by the joint security. He was later dumped at Kawempe Police Station.

Therefore, Onyango said that “this notice serves to inform the general public that this lady is a government threat and is therefore wanted by the Uganda Police to be held answerable for whatever games she plays.”

Once arrested, Nakiwala and her accomplices will answer to charges of inciting violence, obstruction of lawful arrest, and destruction of property.
