Winstone Katushabe, the Commissioner for Transport Regulation and Safety at the Ministry of Works and Transport, is reportedly being considered for the position of Permanent Secretary despite ongoing corruption allegations linked to his name.

Katushabe, who has served in the ministry for more than two decades, continues to face unresolved claims of misconduct, including one involving a reported Shs 22 billion transaction. The allegations, which have circulated for months, have not been publicly concluded, and no formal charges have been announced.

A highly placed source told Kampala Gazette on Monday that Katushabe remains among the top contenders to replace the outgoing Permanent Secretary, Bageya Waiswa, who is expected to retire soon.

“Despite the allegations, he is strongly being considered for the role,” the source said, noting that internal discussions regarding succession planning are ongoing.

Katushabe joined the Ministry of Works in the early 2000s and has risen steadily through the ranks. He previously served as Secretary of the Transport Licensing Board from May 2006 to May 2017, and as Assistant Commissioner for Road and Pipeline Transport Regulation between July 2015 and May 2017.

His potential appointment comes at a time when questions around governance, accountability, and integrity remain central to public sector performance debates.
