Chief Administrative Officers are said to be plotting a move against local government minister Balaam Barugahara.
For weeks now, Balaam has been on an anti-corruption drive in the eastern region of the country. During these tours, several technocrats have been arrested, and some interdicted over corruption-related charges.
However, sources say that CAOs and district engineers are not happy.
“These people are not happy,” said a source. “They are very powerful people and have the capacity to gang up against Hon. Balaam.”
Now, a meeting of CAOs and town clerks has been organized and scheduled for August 5, 2026 at the Imperial Royale Hotel in Kampala. It is a one-day event, convened by the Ministry of Local Government. Although the agenda of the meeting talks about “implementation of HE the President’s directive to expose and eliminate corruption in Uganda”, insiders say that the technocrats intend to use the platform to mobilize and find a way to deal with Balaam.
Not cowed
Meanwhile, Balaam says that he will not be cowed. Already, he has announced that the anti-corruption drive will head to Greater Masaka and later to Ankole.
