KITEEZI LANDFILL TRAGEDY: KCCA’s Eng. Luyimbazi under probe

He argues that if, in fact, the government does not care, as is being said, he and others would not have been put under investigation.
“No one deliberately caused this incident,” added Eng. Luyimbazi.
He blamed politicians for politicizing a sensitive matter.
Eng. Luyimbazi says that victims of Kiteezi landfill put themselves in danger. According to Eng. Luyimbazi, there is a requirement of 500 meters away from the landfill. However, he says that all victims of the incident were in the buffer zone. “No one there has a building permit or a development permit. No one respected the buffer of 500 meters outside the perimeter of the landfill.”
Eng. Luiymbazi also cited lack of funding as the reason for the collapse of the landfill.Nearly two weeks after the Kiteezi Landfill tragedy, some officials in the Kampala Capital City Authority (KCCA) have been put under probe for negligence.
This is to help understand their role in the tragedy that claimed the lives of 35 people.
“I am under investigation,” Eng. David Luyimbazi said in an interview on NTV on the Spot last week.
Eng. Luyimbazi is the deputy executive director of KCCA.
He was responding to issues that the government is not bothered about victims of the tragedy.
“We run a deficit budget. We normally have less money than the services we provide,” said Eng. Luyimbazi.
Eng. Luyimbazi says that to decomission iteezi, KCCA needs Shs 36 billion. To find a new site, he adds that the authority will need to set aside Shs 100 billion.
“Money has not been enough to decomission Kiteezi. The only way has been to continue to buy land to keep our stay,” said Eng. Luyimbazi.
This money is not there, said Eng. Luyimbazi.
28 people missing
Although 35 bodies have been retrieved, the police say that 28 people are still missing.
Kampala Metropolitan Police says that the search to retrieve more bodies is still on. For the past three days, however, no bodies have been retrieved.
