Police in the Bukedi South Region are investigating a case of alleged computer misuse involving a junior police officer who reportedly fled the country after recording and circulating a video in which he abused President Yoweri Museveni and the Inspector General of Police.
According to an incident report filed at Tororo Central Police Station under reference Tororo CRB: 75/2026, the complainant is ASP Kaigwa Elly, the Officer in Charge of CPS Tororo.
The suspect has been identified as Special Police Constable (SPC) Othieno Isaac, attached to Osukuru Police Station. Othieno, a Japadhola by tribe, is a resident of Kayoro Sub-county in Tororo District.
Police allege that on January 22, 2026, at around 9:00 a.m., while at Kayoro Sub-county, Othieno recorded a video in which he verbally abused the President of the Republic of Uganda and the Inspector General of Police. At the time of the recording, the suspect was reportedly dressed in official police uniform.
Preliminary information indicates that the officer made the statements while complaining about lack of facilitation, specifically transport and food.
Police say that upon learning that investigations had commenced, the suspect handed over his police uniform to a friend in Osukuru before disappearing to an unknown destination.
“Findings so far indicate that the suspect fled after the incident. Intelligence information suggests that he is currently hiding in Kenya,” the police report states.
Investigators have since retrieved the video footage and recorded statements from relevant witnesses. Police say efforts are underway to trace and arrest the suspect so that he can be prosecuted.
Authorities say further updates will be communicated as investigations progress.
