Police in Kira Division are investigating a tragic case of death by drowning involving a two-year-old child in Kira Municipality, Wakiso District.
The deceased has been identified as Apio Elsie, daughter of Oki David, a pharmacist and resident of Kira Cell, Kira Division.
According to preliminary police findings, the incident occurred on December 16, 2025. Police received a report of death by drowning at about 2:23 p.m., made by the child’s father.
It is alleged that earlier in the day, at around 10:00 a.m., the father left home with his twin children, both aged two, and went to a neighbour’s unfinished building within the area where they played for some time. He later returned the children home before leaving again to attend to other matters away from home.
About an hour later, the father reportedly received a phone call from his wife asking about the whereabouts of one of the children. He immediately returned home and found his wife and neighbours rushing back to the unfinished construction site where the children had earlier been playing.
Upon arrival, the child was discovered floating dead in a pool of water that had collected in an under-construction swimming pool at the site.
Police were notified and promptly responded. Officers visited and documented the scene, while the child’s body was conveyed to KCCA Mortuary for postmortem examination.
Confirming the incident, Kampala Metropolitan Police spokesperson SP Racheal Kawala said investigations are ongoing to establish the circumstances surrounding the drowning.
Police have appealed to parents, guardians, and caretakers to exercise heightened vigilance over young children, especially around unfinished buildings, construction sites, and water-filled areas, warning that such environments pose serious risks to children’s safety.
