This week, the Minister of Gender, Labour, and Social Development, Betty Amongi, inaugurated the 13th board of the National Social Security Fund (NSSF). Dr. David Ogong will chair the board. The new board that was inaugurated on Tuesday, September 10, 2024, will serve for a 3-year term that begins on September 1st, 2024. 

The 13th board includes the Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi, Patrick Ayota, Aggrey David Kibenge, Peninnah Tukamwesiga, Sam Lyomoki, Annet Birungi, Richard Bigirwa, Annet Mulindwa, and Dr. Eng. Silver Mugisha. 

Minister Betty Amongi urged the new board to continue advancing the 20235 strategy as they balance the fund’s mission and vision with the national development agenda. She also urged the board to protect the fund’s land. 

“I urge you (incoming board) to continue advancing the 2035 strategy while balancing the fund’s mission and vision with the national development agenda. Safeguard the fund’s land against any illegitimate claims, and innovate in managing real estate to increase uptake,” she said. 

The outgoing chairman, Dr. Peter Kimbowa, thanked the outgoing board for the ‘resilient and insightful’ strategies they have executed while in office.

“I would like to thank the 12th board for the resilient and insightful strategies we’ve executed since 1st September 2021 and the impact they’ve created. I would also like to thank NSSF’s management and staff; as a global and local consultant, I can attest to the fact that the Fund is one of the most resilient and innovative organizations,” he said. 

Dr. Ogong, the new board chairperson, thanked Minister Amongi for entrusting them with the responsibility of heading and overseeing the Fund.

“I would like to extend my gratitude to you, honorable (Amongi), for entrusting us with this important responsibility. As you rightly mentioned, the fund is a significant trust placed in our hands,” he said.

The new NSSF board chair has previously served as the Director of Market Supervision at the Capital Markets Authority (CMA). He also served as Director of Competition and Corporate Affairs at the Uganda Communications Commission (UCC).

He holds a Global MBA from Oxford Brookes University (UK), an MSc in Accounting and Finance, and a BA in Accounting and Finance from London South Bank University (UK).

Ogong is also a fellow of the Association of Chartered Certified Accountants (FCCA) and the Association of Chartered Certified Accountants (UK) and a member of the Institute of Chartered Public Accountants of Uganda (ICPAU).

He is also a Fellow of the Association of Chartered Certified Accountants (UK) and a member of the Institute of Chartered Public Accountants of Uganda (ICPAU).
